The rankings have a bit of a nebulous definition; the report says "liveability (sic)rating quantifies the challenges that might be presented to an individual’s lifestyle in any given location, and allows for direct comparison between locations."
In short, it's what cities are the best to live in. And the US was shut out of the top 10, as none of our cities made the cut.
As you'll see from the list, Australia and Canada seem to be the runaway winners, while it's probably best to avoid places like Cote d'Ivoire and Libya. But you likely already knew that!

And here are the 10 LEAST livable cities:
1. Abidjan, Cote d'Ivoire
2. Tripoli, Libya
3. Douala, Cameroon
4. Harare, Zimbabwe
5. Algiers, Algeria
6. Karachi, Pakistan
7. Lagos, Nigeria
8. Port Moresby, Papua New Guinea
9. Dhaka, Bangladesh
10. Damascus, Syria
